Ms. TiTi McNeill, the founder of TranTech, is a graduate of the American University with Bachelors and Masters Degrees in Computer Systems and Applications. She has been active in the computer industry for over 20 years, developing innovative solutions for business applications to meet the needs of government and private industry. TiTi is responsible for directing and controlling a multifaceted technology operation.

Paul O'Brien, head and shoulder shotPaul O'Brien
Chief Operating Officer

Paul O'Brien, as TranTech's COO, is responsible to help determine the company's strategic direction, achieving its strategic growth goals, and leading and managing the entire organization in operations, contract performance, internal administration and business development. Before joining TranTech, Paul was with Northrop Grumman/Litton PRC for 23 years. While a Vice President of Litton PRC, he was instrumental in building the PRC Technology Solutions and PRC Health Informatics divisions. Technology Solutions focused on facility management and the outsourcing of large computing centers. Starting PRC Health Informatics with a single IDIQ contract, he led that business to over 500 people in six states in five years. Following the Northrop Grumman IT acquisition of Litton in 2002, Paul managed its Applied Science & Technology Division serving civilian agencies. Prior to joining PRC, Paul was a member of the senior leadership team of Optimum Systems Inc. for 8 years providing remote computing services to customers nationwide.

Frank Lancione, head and shoulder shotFrank Lancione
Senior Vice President, Business Development

Frank Lancione is TranTech's Sr. Vice President for Business Development. He is responsible for leading TranTech's strategic new business growth and directing TranTech's business development staff and programs. Before joining TranTech, Frank was Sr. Vice President of Corporate Business Development and Vice President of Defense and Intel Business Development for NCI Inc. Frank managed commercial ERP implementations over a 15-state region for Oracle's Higher Education Consulting group and led education consulting services sales nationally for Oracle's Higher Education and Health Care group. At Litton PRC and Coopers and Lybrand, Frank won and led enterprise level business process reengineering and strategic planning consulting engagements for Army, Navy, Coast Guard, and Air Force customers. Frank began his career in the Federal Government where he worked in a series of positions of increasing responsibility at the U.S. Internal Revenue Service, Office of Management & Budget, Presidential Reorganization Task Force on Civil Service Reform, U.S. Office of Personnel Management, and U.S. Merit Systems Protection Board.

Bill Bowser, head and shoulder shotBill Bowser
Senior Vice President, StrategicPrograms

Mr. Bowser joined TranTech in October 2007, and since then has directed the development of TranTech's business bases for the U.S. Air Force and Defense Information Systems Agency and performs as the TranTech Program Manager for DISA ENCORE II.   Mr. Bowser has over 33 years experience in the technical and business management of consulting and information technology companies in the government and commercial marketplaces. Mr. Bowser has managed several multi-billion dollar government IDIQ contracts in addition to managing several multi-million dollar project implementations. He has direct successful experience in profit and loss (P&L) management, strategic planning, business development, acquisition management, marketing, proposal development, capture and team building in multi-million dollar environments. He has experience with Sarbanes Oxley (SOX) plans and compliance. He has also managed and raised significant amounts of venture capital; and, has participated in an initial public offering (IPO). 

Prior to joining TranTech, he was the Senior Vice President and General Manager of the Air Force and Logistics Group at NCI Information Systems. Executive Vice President and COO of RJO Enterprises; Group Vice President and Chief Financial Officer of Presearch Inc; and, Contracts Director of CACI, Inc. Prior to his employment in private industry in 1979, Mr. Bowser worked as a contracts negotiator and contracting officer within the federal government. Mr. Bowser also holds designation as a Certified Professional Contracts Manager (CPCM) from the National Contract Management Association (NCMA); and, also earned Quality Management III certification with the Crosby Quality College. Mr. Bowser earned a BS degree in Business Management/Operations Research from Virginia Tech.

Cliff Mangum, head and shoulder shotCliff Mangum
Vice President of Business Development

Mr. Clifford B. (Cliff) Mangum joined TranTech in January 2008 to drive TranTech’s business development within the Net-Centric environments in the Air Force, DISA and other DoD marketplaces.  Mr. Mangum has enjoyed a distinguished career as a Defense contractor in Washington, D.C. for many years. He has established an impeccable reputation as an industry thought leader in the field of Information Management. During the last 20 years of his career he focused on Business Development to include relationship management, strategic and tactical planning and execution.

Mr. Mangum authored and co-authored a series of technical white papers on the subjects of data management, information sharing via intelligent push / pull techniques, global enterprise information exchange systems, knowledge discovery and dissemination management, and the migration of IPv4 to IPv6, the next generation internet protocol. All of his papers were focused on providing mission critical information to the warfighter, and his paper on Enterprise-wide Data Management: Creating Virtual Applications, Databases and Documents served as the foundation for the world-wide deployed Navy Maritime Data Link (MDL).

Previously, Mr. Mangum held several executive positions with STG, NCI, Telos, Statistica, CACI, EDS, CSC, PRC, and BAH. Mr. Mangum is a long standing member of AFCEA International, and the Northern Virginia (NOVA) Chapter. He was nominated and elected to serve on the AFCEA Technology Committee for seven (7) years, and also served as the Vice Chairman of the committee for two (2) two-year terms. Mr. Mangum attended the University of Maryland.

Joe Duda, head and shoulder shotJoe Duda
President, MediaSolv Corporation

Prior to joining TranTech, Mr. Duda was Vice President of Business Operations at G2 Satellite Solutions where he restructured G2's Business Operations function in his first 90 days, by moving the operation from Long Beach, California to Washington, DC and realigning the program management function along product lines, supported by subject matter experts.

Joe has over twenty years experience in the satellite communications and the information technology industries beginning at Satellite Business Systems in the early eighties. He is also a veteran of IBM Federal Systems, COMSAT Corporation and Lockheed Martin Global Telecommunications.

From 1996 to 2000, Mr. Duda was Chief Financial Officer of COMSAT Laboratories where he led the commercialization of the Labs until its sale to Lockheed Martin. While at LMGT, from 2000 to 2002 he was Vice President of Strategic Pricing and Carrier Relations where he led the corporation's re-negotiation strategy for its $100 million voice and data services contract. Mr. Duda has recently held the position of Chief Financial Officer at Peerlinx, Inc., a wireless broadband Internet and VOIP service provider. Mr. Duda holds a Masters in Business Administration from Drexel University and a BSBA from Bucknell University.
